Two Dallas Water Utilities employees went above and beyond their call of duty when they stopped a robbery and subdued the suspect until police arrived to arrest him.

The Dallas Police Department recognized Anthony Mendoza and Douglas Carter’s heroic actions by awarding them the Citizen’s Certificate of Merit.

According to reports, the two men helped stop a suspected robber attacking a woman at a bank ATM drive-thru on Aug. 21. Police said the suspect smashed the woman’s passenger window with a brick and used a knife to slash her purse strap. While the woman and suspect wrestled over the purse, Mendoza and Carter came to the rescue.

“They heard the screams, they heard the call for help,” says Deputy Police Chief Paul Stokes. “Mr. Carter took off on foot. He was out to get (the suspect). Mr. Mendoza says, ‘I’ll get in the chase car,’ and they got in his car and they pursued the suspect.”

With the help of two nearby citizens, Beeny Patterson and Willie Williams, Mendoza and Carter apprehended the suspect, knocked the knife out of his hands, and subdued him until police arrived.

Utility Crew Discovers Decomposed Body in Detroit Manhole
Detroit Water and Sewage Department employees uncovered a body in a manhole Sept. 5 while performing routine maintenance.

Though authorities are still working to identify the body, there is a potential lead: The family of 19-year-old Osean Lockett Jr., who has been missing since July, was on the scene and recognized some clothing on the body.

“He was reported missing on July 8,” Sergeant Cassandra Lewis says. “However, the body is about 20 feet from the street so we’re trying to get the body out. Until then, we can’t say that it is this person. So we’re going to have to wait for the medical examiner to give us a positive identification.”

Update (12:57 p.m.) — WJBK-TV has reported that the victim was identified as Mr. Lockett, according to Sgt. Michael Woody of the Detroit Police Department. Police have launched a homicide investigation. "The victim did sustain multiple gunshot wounds," Woody told reporters.

New SCADA System Commissioned Ahead of Super Bowl
The City of Santa Clara, California, host for Super Bowl 50, has awarded an $8.6 million contract to Trimark Associates to deliver a working SCADA solution to control their water and wastewater services before the big game.

The Santa Clara Water and Sewer Utilities selected Trimark for the SCADA renovation project, which includes construction, configuration and commissioning a range of improvements to their SCADA system and a new wireless telecommunications network.

The SCADA system controls processes related to potable water treatment and distribution, recycled water and sewage treatment.

Trimark Associates will be supported in this project by Westin Engineering and subject experts from Kenexis, Schneider Electric, Applied Technology Group, and Spatial Wave.
