Most people know that NASSCO’s Pipeline Assessment and Certification Program has become the industry standard for the proper condition coding of pipelines and has continued to evolve with the addition of the Manhole Assessment and Certification Program and the Lateral Assessment and Certification Program. What is rarely discussed, however, is the value of quality PACP data and how it helps cities and municipal districts effectively manage their programs. 

Standardization of quality PACP data is important for a number of reasons, but perhaps the top three benefits to system owners are as follows:

• PACP makes it possible for our industry to provide and share data across regions, even when different PACP-certified software products are utilized.

• The ability to share data creates opportunities for bidding beyond local contractors, fostering a healthy competitive environment to improve quality and manage costs.

• Having access to quality data allows for benchmarking and provides the ability to chronicle deterioration and prioritize work for effective asset management.

A universal benefit for cities and contractors alike is consistency in speaking the same PACP language. As a result, all involved understand the requirements, minimizing the need to recreate standards. This is achieved through quality PACP training, which uses the same course materials, whether taught in-house at a municipality or in a class designed for contractors.

Additionally, NASSCO’s requirement for either in-class or online recertification every three years ensures that all PACP professionals are up to date, meaning quality assurance/quality control is standardized and quality improves over time.

Finally, easy access to data, consistent scoring and ranking of sewer conditions, and integrating data into asset management programs all work toward NASSCO’s mission to set standards for the assessment, maintenance and rehabilitation of underground infrastructure and to ensure the continued acceptance and growth of trenchless technologies.
