Ada County Highway District identified a 42-inch corrugated metal culvert beneath South Chipper Way with advanced flow-line corrosion. The pipe carries a year-round creek through steep terrain bordered by multimillion-dollar homes and Banbury Golf Course, one of the Treasure Valley’s premier courses.

Opencut replacement risked damaging turf and landscaping, disrupting traffic on a blind, curving roadway, and destabilizing slopes. ACHD needed a structural renewal with minimal surface disturbance and a predictable schedule.

ACHD turned to Integrity Inspection Solutions, a Boise-area contractor known for tackling difficult, access-constrained work. Founded by brothers Richard and Brian Mason, Integrity has grown from a single TV van in 2017 to a multi-rig operation focused on cleaning, CCTV, hydroexcavation and UV-CIPP trenchless rehabilitation. “We tend to say yes to the projects no one else wants — tight access, tricky logistics, sensitive neighbors — because that’s where careful planning really pays off,” says Brian Mason, operations manager.

The solution

ACHD increasingly specifies UV-cured liners where open-cut is impractical. For South Chipper Way, Integrity recommended utilizing Alphaliner from Reline America as it would provide a fully structural solution with a small footprint and controlled curing, critical in a sensitive golf-course setting. “With UV, anything’s possible, it just takes the right materials vendor and technology in the right situation,” says Mason.

Equipment access was extremely limited, and the creek could not be reliably diverted. Integrity implemented an in-stream control plan using a crane to set barrier blocks and tarps forming a temporary dam and stabilizing conditions without intruding on the greens.

To protect the surroundings and the liner, Integrity guided the crane, lowering the liner box directly into the creek corridor. They placed the crate on bin blocks aligned with the culvert axis. A custom winch with a 3/4-inch cable and centered sheaves kept the pull line true, preventing side loading and keeping optimum tension. “If you take your time and get it set up right, from there it goes really well. The key is prep, not muscle,” Mason says. From final dam corrections to full liner placement, the process took about two hours.

The road’s blind curve and high-end traffic profile made lane-by-lane control unworkable. After several rounds with stakeholders, ACHD authorized a full road closure during active lining while maintaining coned pedestrian routes — pivotal to crew safety and schedule certainty.

Once the liner was in place, Integrity assembled and set the packers and light train, then executed curing per Reline America’s procedures. On-site support from Reline America personnel provided formal guidance on inflation light intensity, pullback speeds and cure verification. “Reline didn’t just tell us what to do — they explained the why. Having a clear, science-based process gave us confidence and consistency,” says Mason. Despite the late-day power equipment and diversion dam setup hiccups, the team pushed through to complete the cure the same day.

The result

The South Chipper Way culvert rehabilitation was completed within a single extended shift. The UV-GRP Alphaliner restored structural capacity, bridged the deteriorated flow line, and delivered a pipe-within-a-pipe suited to a creek environment, providing ACHD with a minimally disruptive solution to achieve long-term risk reduction.
