While NASSCO continues to improve the quality of its Pipeline Assessment Certification Program through updates and revisions to curriculum and training materials (we are currently working on Version 8.1), we also look for ways to help maintain integrity in the proper identification of certified individuals.
While thankfully we do not hear about this often, on occasion we are made aware of uncertified individuals using another’s PACP certification number. This is devastating to us and to the industry because only individuals who have completed PACP (which is a prerequisite to NASSCO’s Lateral Assessment Certification Program and Manhole Assessment Certification Program) have the knowledge and tools to properly identify conditions of our underground systems using NASSCO codes. Misidentification of conditions and the inability to properly assess severity and risk can be fatal mistakes in the proper maintenance and rehabilitation of sewer systems.
To combat this, NASSCO now generates photo identification cards for all PACP-certified individuals. In fact, it is a requirement if an individual is going to download his or her certificate. So, as you hire professionals to assess conditions, please do not miss the important step of confirming via photo, certification number and expiration date that the individuals are currently PACP-certified professionals in good standing.
When it comes to PACP there is also, on occasion, confusion regarding who is certified — the company or the individual. The answer is simple: the individual.
While we realize a company or municipality may pay for the training of a NASSCO-certified individual, should that employee retire, leave the industry or move to another organization, their certification goes along with them.
Therefore, while it is important to know that an organization may not use any NASSCO training program logos in its marketing or other communications if it implies that the organization is certified, NASSCO now offers a way to promote employment of PACP-certified individuals.
A new “We Employ PACP Certified Individuals” logo is available for organizations that provide quality assessment via the PACP program using PACP-certified employees in good standing. This logo may be used on all marketing and promotional materials including websites, business cards, social media, advertising and even trucks. To receive and use this new logo, companies must sign a short NASSCO agreement that includes terms and other legal requirements.
