System owners are investing a fortune to rehabilitate aging sewer infrastructure. Many are choosing trenchless applications, some that date back to the 19th century and others with advancements as recent as 2024. 

Each technology requires different equipment and technical application skills, and the days of crossing fingers and hoping the results turn out positive are just not practical. Method, application and results drive quality projects, and having a qualified contractor and certified inspector onsite while the work is being performed supports a positive and consistent outcome.

Successful trenchless rehabilitation projects begin with representative pipe and manhole (or other structure) condition information and a design based on the industry standard of care and practice. This is followed by project specifications that are performance and quality based, ending with oversight by a certified inspector that oversees the installation using defined quality controls, assurance and testing requirements.

The onsite inspector should be experienced in the oversight of trenchless technology installations and intimately familiar with the specifications section of the contract. Specifically, the inspector should fully understand the instructions provided to the contractor on what products are required, what volume of work is to be achieved, and what quality is to be expected.  

In order to follow best practices, the inspector should review and document all phases of the work including, but not limited to: 

  • Product manufacturing and preparation report submittals
  • Delivery of the materials
  • Verification that raw materials used are those in submittal document
  • Odor control (if specified) and public notification plan
  • Preinstallation checks
  • Flow control plans, operation and weather forecast
  • Taking and processing test samples
  • Visual inspection of work completed
  • Review of defects or abnormalities
